I can't figure out how to add to an existing topic: e.g. travel -> Canada ... and now I would like to add my own sub-topic Nova Scotia. Can't find anywhere how to do that.
There is no mechanism for users to add topics, sub topics, etc.
This is as fine grained as the topics for Canada gets:

Matthew thanks. So it sounds like all the topics & subtopics are created by hubpages. What happens if a topic doesn't exist yet? Can I apply to have it created? How would I do that?
We don't tend to add many topics as there are a huge number, but you can suggest them if you would like.

Or you can email firstname.lastname@example.org with the suggestion.
You could have a bunch of hubs about provinces in Canada and link them.by mentioning the others at the bottom of articles. You could also use only the Canada and Nova Scotia hubs.
