Is this done by individuals who Hub Hop or is there some kind of panel who decide whether or not a Hub is featured? I don't think I am alone in not knowing how the process actually works.
There's a lot of info about it in the help section (read through sections 1 - 18):
What it doesn't say there, that's pretty important to know, is that your hub has to score a minimum of 6 on the rating scale to be featured for quality (in most circumstances) http://hubpages.com/help/hub_hop_table#informational
If a hub is not featured for engagement (traffic) then that's done automatically through a computer algorithm.
