A friend of mine got 8 straight Hubs featured in the first month and after that he published 8 more, all of the same quality though the topics were regional at cases but the last 8 Hubs were not featured. Is there any technical error he is missing out or is it about the Ad programs or does it has to do anything with the content?
Why are you asking for "your friend?"
His dashboard icons and email from HubPages will indicate what's wrong, but he'll have to write to admin directly if he needs more feedback. They won't discuss account issues in the public forums.
I had several unfeatured ones and finally got them to featured mostly by following the suggestions they have on each hub when you are in edit mode. Do that and also look at the little chart thingy just under the suggestions and it gives you pointers on how much each thing adds to your hub, i.e. word count, whether you use a poll or chart, suggests minimum of 3 pictures, etc.

I added some links to my other related hubs into this hub today which was featured before. Now I can't see most of the content when I access the hub and of course the Featured icon is gone....
