I came across this link when doing a google search to see what the changes in URL had on my hubpages. I was afraid to open it , but it is something from Japan "Alice from Japan" and is using phrases from my profile. I forgotten what to do to report this to Google. I would appreciate if someone would refresh my memory.
It is probably an automated scraper, meaning the thief is using software to copy content on the web to put on their site. You could do a DMCA; you could start by contacting the site to tell them which content is copied from where and ask them to remove it, or you could find out who their webhost is and contact them; you can find out who the webhost is by checking for the site on WhoIs. Also, if they use Adsense, you could contact them.
