Is it permissible to link to articles I've published elsewhere on the web? If so, where am I allowed to put the links? In my profile, for example?

Hi Frojoe, welcome to HubPages. Yes, you can post your other blog links on your profile and if you look, you will find a few Hubbers have done the same , so don't feel shy.
As Dame Scribe has said it is allowed to post links in your profile. Also, where appropriate it is possible to post links from individual hubs (parges/articles) to your own material elsewhere as I have done with a couple of my hubs. However don't do it to much or you will be flagged up as overly promotional.
Also welcome to Hubpages! (I realise you have been here for over a month, but as you have only published one hub and I haven't seen you around before you are still quite new - and I don't mean that in an offensive way).
