That, my friend, is the main question here. I have the same problem. I think it is based on how many people view your hubs and how many people rate your hubs up or down.
I don't know if it has anything to do with how many hubs you publish, because there are times when I publish a lot and my number changes but then other times when it doesn't affect me.
I know that the hubs with pictures get higher marks.
