If you are referring to entering a meta tag in hubpages, your hubs summary is used for the meta description.
This is one reason that it is a good idea to add a custom summary to your article.
To add a custom summary, edit your hub and click on the "Summary Text" tab that is towards the top of the page.
This is the only meta tag that you can add in hubpages, but the keyword tag, which is the other main one, doesn't really hold any weight anymore with search engines anyway...
