Do I need to be a writer,in order to make money thru hubs pages?
Nope, you just need to be able to write relatively well and have Google Adsense, so that you might get some money when people who browse your hubs click on the advertisements within your hubs.
hmm... Actually you don't have to be a professional level writer, but, should be able to attract readers to a certain level.
We can imagine the competition online, and here at hubpages too. So, its kind of "survival of the fittest". Moreover, we should be able to draw outside traffic for generating serious revenue, for which, we should be able to attract the readers to our hubs.

It helps if you have a grasp of written english, although it's not necessary to be a professional writer to have success on HubPages. One thing I'd recommend is writing on topics you know well. Try writing several How To hubs on related subjects. Many people find success with this technique.
