How does Hubpages calculate the Revenue Potential on the Stats page of each hub?
It's just some sort of rough "guesstimate" based, from what I can tell, on tags.
However, YMMV. Low potential Hubs can be strong earners, and high potential Hubs might not earn much at all.
It is based upon the value of the keywords in your Hub. If you have good keywords, but do not focus enough on them, they will not be picked up by the revenue potential stat. It is a very general stat and should not be a primary focus. As relache said, low potential Hubs can be strong earners.
