      Yes. But its a federal offence.

         No its public record. I have gone to the city where I wanted someones record and did the paperwork and got it.

         Our county sheriff's office has arrest records on their website along with their booking photo. It is not specific just says what they were arrested for and where they are being held.

            its a hacker-bot. A web-based bot that crawls criminal records from FBI,etc. Even talking about it here is dangerous. I'm in Africa, they dont have jurisdiction here. But you, their cyber-crime division will get you so fast it'll make your head spin. Sorry, cant help.

      Call the county clerk of the county in which the offense took place.  I am not sure if it will be free, but it is worth a try.

   When you decide to get a lawyer , try n find one who will work pro-bono....I dont know about the states , but in NZ a Childrens commission makes sure children are represented with their own lawyer..independant of mum an dad...
   Maybe call around a few places and ask , sooner the better for the kids sake...good luck with that
