You can't. A profile is as public as your hubs, the front page of HP, and the billboards on the freeway.
Besides, any identifying criteria you might use such as username, ISP, IP address, type of computer, etc; can all easily be changed by the person you are trying to block.
That’s why it can’t be done.
If you have someone who is bothering or stocking you, the best thing I'm afraid is to get off the Internet all together. I know not much fun, but then you don't have to worry about what kind of info they are gathering about you.
If you are being harrassed or bothered by a hubber, report that hubber to Hubpages. There is "flag this profile" link on their main profile page (upper right). Otherwise, email Hubpages through the "help" link on the top, right corner of your screen and tell them the name of the hubber (handle name or email address, if you're being harrassed through email) and the details of the harrassment. Copy and paste what you're receiving in comments or emails. That hubber may very well be banned from the site. Don't let anyone take away your joy of writing.

Just had a big drop on my profile score. And all my hubs were featured along with a steady 10 Editors Choice. I say 'were' because 3 were just unfeatured and I don't know what to do about that. My views are over 945,000. Boo-hoo. Hubpages doesn't love me anymore!

I have not done that often, since transferring from Squidoo, however - each time I wished to, I had to remember how to do it. When I am on my profile page, and someone shows up who I am following, the message in blue...

Lyricsingray started the excellent thread "Recommend another hubbers hub"....I thought that it would be a great idea to dive much deeper into the depths of this vast lake of words and pluck out some treasure. So rather than recommend a hub by some of the big fish who have already been...

We used to be able to go to a hubber's profile page, and select 'send hubber an email.' I was just trying to do that on the profile page of one hubber I've been following for some time, and could not find that capability.Has that been discontinued, or are hubbers now able to turn it...

There are several: I find myselt typing more and increasing my typing skill. I get a chance to interact with all of you. I get a chance to engage in critical thinking. I am afforded the opportunity of writing and reading more frequently. Last, I have an outlet for my thoughts. ...
