Should I wait until I have a lot of hubs before I start promoting them?
I don't think that's necessary. You should make sure you have really good hubs before promoting them, but I don't think you need to have any certain quantity of hubs. Ideally, you'll have a really good hub that you start to promote, and other people will then see it and like it so much that they'll promote it as well.
Everytime you finish a hub tweet it right away. You should promote your hubs every chance you have. It brings traffic to your hub and great possibility of increasing your earnings on Adsense and Amazon. I have this helps.
