Yes they can, all that's required is their name and then it's fine to leave a comment
Yep, often they've found their way in here when looking up a subject and a search engine has sent them to your hub, which is good news really, if it is that reason, it means you're up there and noticed.
Non-HubPages visitors can comment IF you set your comment capsules to accept such comments.
As the Hub author, you can restrict comments to site members or open it up to any visitors as you wish. It's one option when you edit your comment capsule.
