Has hub pages changed its age restrictions?

I've just had a 13 year old on one of my hubs telling me that there is no age limit here

This is under the Terms of Use, Number 3. As far as I know, it hasn't changed.

If it's an underage user, just flag their profile and give the reason. HP admin will take care of the rest.

The terms of use say that you must be 18 years and over: http://hubpages.com/help/user_agreement . Don't listen to a 13 year old, the average 13 year old has no idea about terms of use and all those things.
