First of all you have to have an Amazon Account details are available in the 'learning center':

When your account is approved you then use the Amazon Capsule tool when you are writing your Hub or editing an old one

I have 4 hubs that are unfeatured, and no matter how I try imporving them, they remain unfeatured. Some of them are high scorers: One of them scored 88 today and yet it is still unfeatured. I can't understand this. Can anyone clue me in.
