It is simple. If you want to communicate a specific hubber, you just go to their profile, and you will see Contact, and click it, and you can send message to the hubber.
But, i am not sure, that if you want to send one message to all hubbers is still available.
This is not a twitter, which if you send one tweet, and that tweet will go to all followers.

If you want to communicate with a hubber about a particular hub they wrote, add a comment to the hub. If you'd prefer to send them something in private, send them a message but indicate which hub you are referring to. If you want to send them a message independent of any hub they may have written, just send them a message.
It is up to the recipient to decide what to do with the message they receive, they can simply delete it if they so choose.
If your question is asking how can you reach many hubbers at once, I think the only way to do that is to publish a hub.

For me, the Best Photographer award is a no-brainer. http://aviannovice.hubpages.com/ is the best photographer I've seen on HP by a long shot, but she only has 317 followers and many hubbers may not have seen her work....
