Go ahead. You are reading others' Hubs, and it would help you with traffic.
Someone who took the effort to read and comment on my hub, is my first priority when it comes to reading and commenting. Thereafter I read others, and perhaps I'll leave a comment.
Yes. I try to always comment on at least one hub of whoever comments mine. What you should NOT do is try to follow every person that follows you.
If I remember to, I do it. I do actually read the hub I comment on as well.
