It just means that you've commented enough to be a level two. It shows a milestone and shows other users how active you are.
...Perhaps this should be clarified by hub staff as it says; 'the user leaves engaging & insightful comments'. This is very different to the meaning of 'quantity' as opposed to quality... This really needs to be clearly defined.
