They can't (as far as i know) - The views that show up before you publish are your own views of your hubs :-)
Rob took the words right out of my mouth. Your views still show up in all statistics. I realized this after noticing my email account was a traffic source.
Rob's exactly right. At present I'm creating a series of hubs. After I make changes I preview it so one of my hubs has got 35 views before being published :-)
It's either views that you have made or HubPages staff. That's what I read in the forums anyway.
I would say it's the moderators. I'm pretty sure that when you click the 'start a new hub' button, the moderators are notified. Then they can keep an eye on your new hub to make sure you're not breaking too many rules before you publish your new hub.

I've noticed that when it comes to traffic, my hubs on network sites (ex. turbofuture, pairedlife) perform a lot better than my hubs on hubpages.com.
