I am a level 7 commenter. I have always given a lot of comments that are pretty in-depth. I also always comment back when someone comments on my hubs.
And I've been here for a year. So I think it's putting time in as a commenter, and commenting regularly, with more than just a "great hub."
make useful and unique comments to lots of people... just read hubs and comment, comment, comment... but make sure you are referencing parts of the hubs you comment on!
Leave lots of thoughtful comments on Hubs. It's really that simple.
