It can be done a few different ways. First, you should try to follow as many people as possible. Leave some fan mail also. This will most likely end up with the other person following you as well. Just try to get your name out there. Remember, on the internet, if you aren't showing your content to someone else, they might not see it.

Writing quality hubs and winning Hub of the Day is also great for attracting followers.
Indiscriminately following hubbers will not necessarily bring you more followers. It can hurt your hubscore. Follow people whose writing you are interested in, take part in the forums, comment on other's hubs. Eventually people will follow you. I have over 1700 followers over 3 years and have no idea how that happened
You can follow other writers and their hubs and they will read your hub and follow you. Its simply give and take

First of all, I'm not sure if having a large number of followers is even important in the grand scheme of blogging...so perhaps that is the best place to start with this discussion.

when will start getting followers on hub-pages?I follow lot of people but I only have 5 followers, is it because my writing sucks or am I doing something wrong? I don't have this problem offline, I find it easy making & keeping friends ;0)
