Generally, it is a good idea to wait awhile and, ideally, establish your web presence across a number of sites, while also building traffic.
Amazon has a much lower barrier to entry than Adsense does, so the chance of being approved is much higher as a new writer.
However, it is still best to spend some time building yourself up, which will give you the best chance of being approved and, also, making money.
You can get approved with almost no content. It is pretty simple. If they accept you I think it is worth signing up now because if you wait for a few months, then you will lose the money that you could have made in these months (as a beginner maybe even 100$).
It is your decision! Both ways work well.!

How long is normal to wait for an answer from ADsense? I am waiting now for 3 weeks, is this normal?I have 15 featured hubs and I am registered for a year now.

I've already mentioned this point in the new design topic; but, it may have gone unnoticed. Since we do have a lot of blank space on the left corner of the page why not add sharing buttons on the left rather than on the top? When you read something would you know if its good before actually reading...
