Is the HP ad program active on the Questions sections?
In other words, does HP pay us for the views we recieve on questions we ask?
The HP Ad program is not used in the Q&A section at this time. But Google AdSense is indeed used in Q&A, and you do get your share of that.
If you are signed up for AdSense and have entered your AdSense code on your earnings settings, then AdSense ads will appear in your Q&A with your code in 60% of the views, which is the same 60/40 split you get in your Hubs.
This question and answer section is relatively new, so it's going to take some time for them to put it together in terms of relevant ads. As you can see, most of the ads that are currently placed on this section are no way related to the questions and answers that Hubbers are providing.

Is it better to earn incrementaly, 40 cents a day, or turn off the HP ads and enter the Adsense lottery, where you might get a zero or a $5 click?One is more sensible and the other more exciting, methinks! ;-)

My CPM has been very high compared to when I was writing on Hubpages back in 2011 when I had record breaking views on another account. My CPM is twice as high now; and more recently, 4x higher! It's kind of hard for me...
