    Most people only follow someone that they are interested in reading their hubs. If you do not write the type of thing that they are interested in or if they do not have the time to read your hubs, they will not follow you. It is not an insult, it is just lack of time. HubPages also penalizes for following indiscriminately if you do not read hubs from those you follow. Most of us have gotten to where we follow less people.

    I think part of it is because you have a lot of new comers that Spam you with following, only because they want you to follow them back for numbers. They aren't necessarily following you because they like what you write or plan to read what you write. They just follow you in hopes that you will follow them.

    That can be offensive to some. People don't necessarily want you to follow them to try to increase their numbers too, they want to be followed because they are good writers and actually write things that their followers enjoy.

    Some people just "follow" hubbers to gain followers. I think it is not an obligation to follow back those who follow you if you are not genuinely interested in their writing. Also, if I see that someone follows literally hundreds of hubbers, I am very put off and don't feel like following him back because his "gaining followers strategy" is quite obvious: following as many as he cans to gain followers while not reading any of their hubs.

    The thing with following is supposed to be that people follow those who write the kind of stuff they like to read.  "Word" is (or at least it's been for people who have been here long enough to see that mentioned by someone in authority) that people are not supposed to just automatically "follow back" everyone who follows them.

    It doesn't really out-and-out say that in the "Help" section, but it's been said elsewhere at one time or another.
