Everything does not need or deserve a comment. Some people subscribe to the "if you can't say something nice, don't say anything at all" theory. The subject of the Hub may not be one to generate any comments and there are some people who just do not leave comments. I have a couple of Hubs that I thought were fairly good, but generated no comments. Then months later, someone finds it and you get a comment. So sometimes it is just a matter of time and the moment when your subject attracts the attention of someone who is interested in that subject.
Larry makes good points, and this one is no exception. only one of my hubs have a comment, and I'm still generating a satisfying amount of traffic (satisfying for me, anyway) Some just don't immediately spark conversation. sometimes, people just look for some information, find it in the blog, and are happy with what they read (or not, but not everyone enjoys everything.)

they don't, really. I find it best to simply keep your hubs in check to the best of your ability, and they'll speak for themselves.
