What is the hubpages policy on fanfiction?
If you use the names and setting from the source material, does it count as copyright infringement even if the actual story is original.
I don't really know... The only places I have personally seen fanfiction on are Fanfiction.net, Deviantart.com, and Quizilla.com. I would play it safe and not post fanfiction here. Get a Devianart account and post them up there if you'd like. I have one and the community is pretty good and there are a lot of fanfic writers there.
The names/characters and settings/worlds ARE copyright protected. Which is why fan fiction and fan art can be a touchy subject.
I would not post fanworks on HubPages, but definitely go to Fanfiction.net because they're used to handling copyright issues (several authors have pulled stories based on their published works) plus you'll already have the audience; fans go there exclusively for fanfics! ^^

I'm planning a hub about one particular actor in one particular scene of a movie. Without a visual representation of the actor in the scene the article would be meaningless, but no free or non-copyrighted photos appear to exist. To me this seems a classic case for Fair Use, as reflected in this...

If any content of the hub is being copied by someone and used elsewhere, its not the fault of hubber. This is nice that HP is motivating hubbers to file DMCA to the concerned site and take appropriate action, who is going to waste time to fight with the copyright violators. HP has witnessed...
