You can earn more followers by writing good quality hubs in topics with high numbers of followers.
Sleepylog hit the nail on the head on this one. I also think getting engaged in the HP community, reading other Hubs and commenting, following Hubbers etc. will lead to more follows for yourself.
I think that if you follow those you are genuinely interested in following on Hubpages and leave insightful comments on hubs, you will find that people will want to follow you. I only follow those who write on topics I enjoy reading about or those who just produce so many interesting articles that I want to read more. I also try to only comment on hubs when I have more to say than "thanks for sharing!" or "great hub!" Following hubbers in the hopes that they will just follow you back is not always effective. Being engaged in the Hubpages community, just like sleepylog and ElleBee have said, is the best advice.
