If a hub is identified as overly promotional, it can be because of a number of reasons. One, it may have too many links. According to HubPages, a hub can only have a maximum of 2 links to any one domain, otherwise it would be considered overly promotional.
A hub also cannot have too many eBay or Amazon products. You must have 50 words of text for every product that you have in your hub. So, if a hub has 100 words, that means, there must only be 2 products listed in that hub (either 2 eBay products, 2 Amazon products or 1 eBay and 1 Amazon product).
