Does a comment on your Hub act behave as a tweek or an update to a Hub
I don't believe it does, I think you need to open the hub for editing, make some changes then republish for it to count as an update. It probably helps to keep it active though.
I still don't really understand why some hubs that are still getting views and comments become unfeatured.

Do you continue to read hubs of those you follow if they don't comment on your hubs?When you have limited time do you just comment on those who regularly comment on your hubs?
