Do hubs have to be nominated by someone else to be considered for editors choice?

I have 3 editors choice hubs, and many more at a same level of quality, yet they haven't been chosen? I appreciate that a lot of time is taken looking through them, but the 3 were done without me asking, yet whenever I refer a link over, nothing seems to be done? Then again, it may be that they are simply not chosen as editors choice... An indicator of sorts may help?

I've been told that you can nominate your own hubs for Editor's Choice consideration, but I dunno... that kinda seems like cheatin' to me.

I'm not positive, but I think a hub can be given the Editor's Choice award even without being nominated by anyone. Someone can nominate them and I also think people who work for HP can give the award if they come across your hub and it meets the criteria. I'm not sure about how they choose one and not another if they're of equal quality because I have low scoring hubs that have won and high scoring hubs that haven't.
