It's definitely a pain. It plays with my short term memory too much. Did I just read this or is it new, alas the side scroll indicator says I am going backward, but where???
I thought it was just me. BUT, in my case it only happens when I follow a link (from an email). If I log onto my page, and from there launch into looking around--no problem.
Generally, it happens when the pages are continuously getting updated. For example, on Twitter and Facebook, it happens 24 hours. When your sidebar begins to reach the bottom it goes up again and you find yourself at the ststarting point again. So, you need to browse carefully and keeping your mouse browser with a good grip so that it doesn't suddenly touch the bottom end. But, it does not happen frequently here at HubPages. Only rare incidents when somebody might be posting comments or like that.
I haven't had the issue with my MAC, but I am having it with my Samsung Smart phone.

I see in "hub questions", Who is........?" By the same hubber, what's going on?It looks a lot like people are asking rubbish random questions to improve their rating and waste fellow-hubbers time with their whim ! The questions are usually "who is this movie star" or famous...
