What do I have to do? Do I have to file DMCA Complaint?

You don't have to do anything.  But if you wish to protect your copyright, traffic or earnings then yes, you should file a DMCA.

Unless the plagiarist is in a country that does not recognize DMCA guidelines, I always file a DMCA.  Why should anybody else be allowed to make money on work that I produced? ...and why should I lose views as a result as well?

If your article is copied on some obscure blog page, and it ranks back on page 15 or 30, I doubt you are losing any page views or any income. How many clicks do you think that person is getting.
I do not think it is a worthwhile use of my time to sit down and file DCMAs for those types of people. I certainly do not want to sit around and stress about it.

You don't have to and some would say it's a waste of time. If you think the copy will beat you in the search engine, might be worth it, otherwise kind of a waste of time.

Just my opinion, but it is never a waste of time to slap down a thief.  On the other hand, if it is ignored as not worth 5 minutes of time it most definitely will encourage a thief to do it again.

I am not sure on what basis you would call it a waste of time, my takedown notices result in a take down over 90% of the time.  So it is more to do whether whether that matters than anything else.  And part of holding copyright is defending it or it might be deemed an "orphaned work" open to all takers.

wilderness, of course I want to protect my traffic and earnings! I just wanted to hear opinions from the hubbers who have already faced this problem. I was the first who published this article, so maybe it shouldn´t affect my traffic. Or maybe the editors of this website should take some action. I face this problem for the first time.

I have a lot of these. If I find that it is copied to an obscure blogspot I do not worry much and waste my time. If it is a copy to wikipedia or some site that will get more traffic than you, it is well worth your time to file. (Your original can still be rated higher on Google but the copy can have more clicks if it is a well known site.)
Hubpages cannot file these for us since we are the owners. If you think it might affect your traffic you have to file yourself.

DrMark1961, thank you for taking your time to write your answer to my question! That website doesn´t look like a well known website to me.

You hold the copyright so it would be up to you to act.  The up side is the content will come down, the down side is the site owner gets you name and contact info.  For dodgy looking sites I have the delisted from google instead.

Try contacting the site in person, if there's a link or phone number. I've had good luck with that in a few cases, including just this past weekend. The DMCAs also work, but they're tedious to file, and they can take time. In some cases, you can't do either (foreign sites can be difficult to tackle).

Something I also found this weekend - a site that had copied my entire article had a FB page!  I posted a "polite" comment on it and sent a less polite PM to them. But I'd also reached them by email & voice message. They took down the content very quickly (nice people & it was a dumb mistake, and they've counseled the person who did it). They even called me on Monday to apologize. I wish all such issues were resolved so smoothly!
