Since we can't add a photo via a link and cannot use html or CSS, what would you suggest that we use?

Is that the only option for creating a separator or a border between the sections?

Are you using more than one text capsule?
There are photo and video capsules, that you can insert as you please, and the size of the photo is adjustable.
Look at some of Chris A's and BlondePoet's hubs. They have both used lines or scrolls in the photo capsules to create a break.

There are many others here on site also. Hope these are a start to help you.
OR...you could upload a border image multiple times and arrange it in between your pictures. Just use the drag and drop to place the "border image" between them.
I've done that before just by using dashes at the bottom of a text capsule.
It's simple but effective.
