How to add a Questions and Answers capsule as shown below picture?
It appears automatically, you cannot add it. Once someone asks a question on your hub, the QnA feature shows up. I am not sure if all hubs get this option, maybe it has to be featured for this feature to show up. It's not a capsule you can add when editing a hub.
It only shows up on the articles on niche sites, so should be on your Toughnickel articles. If it is not, you have opted out. To change it, click "More" in the upper left, click on "My account" and when you go to your stats page you will see Q&A in the upper right corner. Click on it, and when the page opens unpause the feature.
It should then show up on your Toughnickel articles. If you have other articles added to a niche site in the future it will show up automatically on them.

It will be nice if HP allow to use a capsule for storing audio clips. For example, I publish a hub on Mahatma Gandhi and to give a fine look to the hub I must be able to add an audio clip containing a short speech of Gandhiji. Why can't HP add this facility?

How do you feel about losing the Hubpages RSS capsule?For me it means editing almost 150 hubs, or losing all the links to my relevant articles. It also means I now have to keep reviewing articles to update links, rather than the RSS adding them automatically. I can't say that I was overly pleased...

I'm not sure if anyone discovered this yet, but we added a new way to add a capsule in the hub tool recently. Just run your mouse over the white area in the left hand column, then click the button that appears. You can add any type of capsule directly in the location where you want...
