Yes, there are thousands of people that earn a regular payment here.
You need to improve your articles and get them moved to the niche sites. If they are on Hubpages main site, they are not going to get much traffic. You have written a lot but no one has read what you write.
You can submit one article every 15 days. Think about where you are going to submit it. Go to that site and read the articles there with the best traffic, Improve your article based on that.
You need to spend a lot of time improving your articles.

You need to make sure yours are featured and that they are the best they can be. And like Dr Mark says, get them moved to the relevant network sites. Lots of info at the Learning Center (click help, top right to get there).
Given your huge library of articles on interesting topics, and your competent writing, it's kind of a mystery why you're not getting paid. Are you sure that you're enrolled in the Earning Program? Do you have an Adsense account?
Check out total number of page views. If you have interesting topics, are competent at writing, and no one ever reads your hubs, you are not going to earn much.

Writing successful, i.e., money making content is NOT easy. It's hard work. You have to work hard. And do lots of hard work. You definitely have to be quite good with the English language. I'm sure there are lots of persons who could do well here, but aren't so proficient with English.
The wide range of topics and specialist subjects covered by the hubs suggests that the author is highly educated and knowledgeable. And yet, the English is often poor, especially for someone from Kenya, an English-speaking country. Also, many of the articles are posted in completely wrong topic categories, making me wonder if the writer understands the nature of the content of the articles submitted. For example, there is an article on UK Brexit in the US Presidents category.
Forgive me if I suspect that something fishy is going on here.
That is an odd article as 'the Brexit', as he calls it, hasn't actually happened yet
The OP only has a handful of his 700+ articles featured. It does seem strange that someone would put all that effort in to writing them but not to look after and improve the best viewed ones.

I realized that the total CPM is around 15USD but only have 0.44USD in my earnings. Isn't fair and don't understand why! Explain please

With 4k page views, when you have totally earned $0.36. It is total disappointment. Last year I joined Simily and I earned at least 30 to 35 dollars from there in few months. Hubpages is giving hard time,Lol
