Maybe this is only possible in an app and not in HTML (Wikipedia does it when a mouse hover event occurs, but that's only on hyperlinks). It would allow readers to view an explanation of a word when they click or tap and hold on text. It would be useful on educational hubs so children could understand words they have never come across before.
I find this kind of functionality really annoying. I stop reading articles on websites that do this. In-text links like this make assumptions about the level of a reader's knowledge.
What's wrong with children (and adults) learning how to use a normal dictionary? There are plenty of good online ones.
Or, if you think people are unlikely to consult a dictionary, you could include a definition of specialist words in a call-out capsule.
I'm not sure what the mechanism is behind how this system works. Maybe it ties into an online dictionary, or terms are held in a local dictionary on the particular website. Usually I include a glossary of technical jargon at the start of articles. I do take your point that the convenience can make kids lazy, but it could link into a "proper" dictionary.
