I know you *can* make one. I know LoboBrandon wrote about it, but I can't find an actual how-to in order to insert the links to each capsule (where would this link even be?).

I tend to create long-form content. A table of contents or a search function at the top of a hub would greatly benefit my users who may already know a bit about the subject and are looking for something new.

In the spirit of community sharing and caring I give to you a step by step tutorial on how to make a Table Of Contents for your hubs.If you're familiar with HTML it's easy enough. Just a bit fiddly. The only way to make it easier is if HubPages HQ make a capsule to do it automagically.
