Please can i drive a paid traffic to my article just to improve my google ranking.
If I'm understanding what you are saying correctly, that would be dishonest and may get you into trouble. In addition, you would probably have to pay for a lot of views to make any difference in the ranking of an article.
It would be better to improve your article so that it gets switched to one of the specialized niche sites in the HubPages network and to create more articles that also get switched. This should eventually increase your income, perhaps significantly.
I can understand that. You're free to go with that on your website or blog. But here at HubPages Oga(man) you're making trouble like as Alicia(Linda) has said. It's organic traffic that you and we all needed. That's traffic from Google, Bing, or Yahoo search. So write specific or specialized articles.

Would this work or is ranking predominately determined by a network site's rating? Would it help get more traffic so that backlinks would potentially be more likely to be produced pointing to an article, then ads could be turned back on again later?

Do you have an external blog that you link to your hubs? Do you write articles for an online magazine? And is it recommended to specialise in one or two areas - and connect a blog to these hub topics?I receive bursts of traffic when I promote my hubs on social media but I am looking into other ways...
