If I delete an article and republish it, can I use the same title? Or is that URL reserved? I'm thinking of republishing some older articles that used to have very high traffic to keep Google happy.
That's not possibe within 24 hours. And after this period of time, you can slightly modify the title, and publsh again with unique changes. But if another writer had taken your original title, within an hour after the expiratory period to publish an article related to the one you unpublish, before you re-publish, you can't take the title back. The creating of URL is not your business. It's that of hubpages system.
No, that is one drawback of the HP system unless they recently had this fixed. You can test by creating a gibberish hub URL, delete it and try to recreate it after it is deleted and removed from your my accounts page.
Last I knew a URL once used is used forever and cannot be used by you on a new article again. You would have to delete all modules and start over if you want to preserve the URL. You can of course create a hub on a new URL with the same title.

I have a quick question. If I unpublish a hub, does Google "see" that it's still sitting in my account and thus punish me for it, or should I be totally deleting hubs that I decide are not garnering enough traffic? Some of them I'd like to keep around until I get the time to...

What is your threshold for unpublishing or deleting hubs? I. E. Their score is below 70.

I did hit "delete" and the 3 hubs have a red line through them for about 4 days now. I seem to recall an unpublish button I've used before. I don't understand how to do it out of hubpages mode on webmaster tools. I saw another ask the question too, and they were told you have to do it...

How long should you wait after you unpublish an article before republishing it on your blog or other website? I mean, so that Google doesn't see it as copied material?
