If you've got a legitimate complaint I think it's going to take more than a day or two for them to sort out a problem that's not in English.
Actually we have always had a policy that prohibits publishing in a language other than English, partially for that reason. I've removed the hubs in question because they are not written in English.
Anything that gets flagged will be reviewed very quickly, and that is the best way to bring a violating hub to our attention (rather than posting to the forum).

There is no way to flag an author's profile page, such as the page you linked to. For any article page, near the bottom next to the "rate it" buttons there is a link that says "flag this hub". Just click that.
