A permalink is a hyperlink that leads to a specific forum post or blog post. It is permanent in that it will not change. So if a forum thread was moved from one category to another, the permalink would still remain valid.
You can use it to cross-link between different forum threads or posts, like for reference purposes. You can also use it to inform others about specific forum posts via email, in your hubs etc.
The easiest way to get the permalink is to right-click on it, then copy the link.
