is there a reason that I can't publish an article that I have written elsewhere? I'm considering taking it down from the other site but it has a really good ranking there.
If I can prove that the article is mine, will I be allowed to publish it then or am I being naive?
No. Duplicate content is not allowed on Hubpages now. Though you are the original author, when it is republished, it becomes duplicate content. You can write a new and different article on the same topic and publish here.

I check with 3 different duplicated content checkers one said 98% original the other one said 93% original then the last one said original content. Should I just resubmit my article?

First reason:Any article is handicapped by moderators if it doesn't please them. Your article won't appear in search engines purely because it is not featured.Second reason:You cannot publish your articles...
