when I open a new hub, and go through the regular routine, up to the tags, it takes me to the hubpage title, but it will not let me edit my article, and thus not able to write new Hubs. What is going on?

On a Hub of around 600 words, how many tags are appropriate? Also, if you use multiple text capsules, does the word count in all capsules count as the total word count for that Hub?
