If you are unable to publish your hub, then I suggest you email staff and ask someone why?
You are not likely to get an answer for a few days, but at least you have the option of emailing them.

Why do you make things difficult for people with disabilities to publish hubs? Why can you not make the instructions more specific and simplistic?
