I had posted some hubs which were not published stating reason as substandard.
how do i deal with this.

They are not published, so only you and the moderators can see them. The definition of substandard is available from the "help" menu, which leads to frequently asked questions.
Stop Bucking the system. They won't allow you to complete or do anything if you are publishing hubs that are not complete.

When reading a hub that is full of sub-standard English, do you flag it for low quality? If the writer is obviously someone whose first language was not English, are you more lenient with them as compared to an English...
