One of my questions was removed because it encouraged a discussion rather than a Hub or multi-paragraph answer. Can someone please explain what belongs in questions and what belongs in forums?

I've no idea why some stupid questions are allowed to stand, and other questions that seem much better are taken down.
I think you should probably just look at what you're asking and think about whether it would make for a better forum post - where people can respond to one another....or if it is truly something where just an answer is what you desire.
Questions are intended as a place to provide inspiration for Hubs.
If your question isn't likely to inspire a Hub, post it in the forums.
