I've found some sites, but still need your opinion about the quality of the content offered there.

    Free resources:

    http://www.picdrome.com,
    http://www.kozzi.com.

I have a hub which lists a few sites which have images that are free for commercial use and free to be adapted. ( can't link it here though)

there are many places with free images avaialble - most stock agencies offer free images as a bonus

as a photographer, i've listed some of the better agencies in my hubs on microstock.

i also allow anyone to use my images for free on websites or blogs -- details are in my profile

avoid places like facebook, pinterest and flickr, because while an initial post may have been legal, many if the images are re-posts/re-pins which definitley are not legal

Some good public domain photos can be found and used from:

I find pixabay useful too, the stock of photos available there is increasing all the time. They also have some line drawings and other images.

Hopefully they will continue to expand. It is a great layout and all for such photos. Their library needs more material, but I feel that users will continue to share and they will get there. smile
