For example, it is ok to say either "a hundred" or "one hundred", but it would be strange to say "a hundred and twenty three thousand".. Is there a rule?

"a" is a singular word, in many cases it can replace the word "one" because it holds the same meaning:
A apple = 1 apple
A house = 1 house
