Is it due to RED TIDE or is it something else going on?

Recently at Marina Del Rey, a small boating community of privately owned family boats for recreation. Was flooded with heaps of Sardines in the waterway and on the beach. It is still a wonder. People are asking, "What happened?".. What do you think happened to these little fish. Sardines are good to eat. It was a great loss to see so many fish dead. Suffocating and so close to each other and swimming in the wrong direction away from the open waters of the ocean..but towards the land, the beach areas near Santa Monica, California. Will it become harmful to swimmers and surfers?
