Shoot! The first thing I would was go off on these monsters! I would kick someone AZZ! You report it to the cops and they will go from there. You got to do something okay.
Just contact social services where the child lives or if urgent the police. Mr Point of View is right you cannot ignore abuse.
There is a national child abuse hotline and each state has one. They can locate the case worker and investigate. Emotional abuse is child abuse. As mentioned above you can contact law enforcement.
If you call child services and report it they will pull up the childs case worker if you do not know who it is. The faster you act the faster somthing will get done.
Get real you don't have an excuse for not reporting it call 911 they will find the right department to contact.
